The Minister of Water and Environmental Affairs has made substantial amendments to the National Framework for Air Quality Management in the Republic of South Africa, in terms of section 7(5) of the National Environmental Management: Air Qualify Act, 2004 (Act No. 39 of 2004). The purpose of the National Framework is to achieve the objectives of the AQA, and as such the National Framework provides a medium- to long-term plan of the practical implementation of the AQA. The framework must provide mechanisms, systems and procedures to promote holistic and integrated air quality management through pollution prevention and minimisation at source, and through impact management with respect to the receiving environment from local scale to international issues. Hence, the National Framework provides norms and standards for all technical aspects of air quality management.
