In terms of section 11 of the NEMA, national and provincial departments exercising functions which may affect the environment must prepare an Environmental Implementation Plan. In accordance with this obligation, the Department of Housing has, in terms of section 15(2)(b) of the NEMA, published an Environmental Implementation Plan, which sets out, inter alia, a description of the housing and human settlement polices, plans and programmes that may significantly affect the environment and the manner in which national and provincial departments are to comply with same.
