The Bitou Municipality has, in terms of section 156 of the Constitution, enacted the River By-Law to provide for the control and use of rivers in the area of jurisdiction of the Municipality in the interest of the safety and convenience of persons using such rivers. The by-laws set out provisions pertaining to, inter alia, the licencing of vessels; the mooring and anchoring of vessels; and restrictions on the use of certain vessels.
