The Emadlangeni Local Municipality has, in terms of section 156 of the Constitution of the Republic of South Africa, 1996, read together with section 11 of the Local Government; Municipal Systems Act 32 of 2000, enacted the Environment By-Laws with effect from 1 August 2015. The by laws are aimed at regulating public health by placing measures prohibiting the causing of public health hazards and public health nuisance.
