The Emakhazeni Local Municipality has, in terms of section 156 of the Constitution, enacted the Heritage Resources and Cultural Institutions By-laws. The By-laws provide a regulatory framework for the protection, management and control of those sites and objects of the national estate, as set out in section 3 of the NHRA.
