Under the provisions of Section 156 of the Constitution of the Republic of South Africa, 1996 the Swartland Municipality, enacts the water services By-laws as set forth in this notice. According to the aforesaid By-laws no person may gain access to water services from the water supply system, sewage disposal system or through any other sanitation services without approval in terms of the municipality’s Credit Control and Debt Collection Policy. Further the By-laws state that the owner of the premises is responsible for ensuring compliance with all the provisions in terms of these By-laws however, there are certain exceptions. These By-laws regulate numerous activities such as waste of water, unauthorised or illegal discharges, connection to the water supply system, standards and general conditions of supply and sanitation services.
