The Municipal Manager hereby publishes, in terms of Section 13 of the Local Government: Municipal Systems Act No. 32 of 2000, read with Section 162 of the Constitution of the Republic of South Africa Act 108 of 1996, the By-laws relating to fire safety. The purpose of these By-laws is to provide for procedures, methods and practices to regulate fire safety within the area of jurisdiction of the Municipality. The By-laws make provision for an owner, or person in charge of the premises, to bring an application for a flammable substance certificate in instances where it is required and further provides that the operator of a roadworthy vehicle designed to transport dangerous goods, may not operate such a vehicle unless he has obtained a dangerous goods certificate from the controlling authority.
